Zarządzenie Ministrów Przemysłu i Handlu oraz Odbudowy z dnia 15 marca 1948 r. wydane w porozumieniu z Ministrem Skarbu i Prezesem Centralnego Urzędu Planowania o utworzeniu przedsiębiorstwa państwowego pod nazwą "Centrala Handlowa Materiałów Budowlanych".
