Uchwała Państwowej Komisji Wyborczej z dnia 25 października 2010 r. w sprawie wytycznych dla gminnych i obwodowych komisji wyborczych, dotyczących sposobu postępowania w sytuacji, gdy w wyborach wójta, burmistrza i prezydenta miasta lub ponownym głosowaniu będzie uczestniczyć tylko jeden kandydat oraz gdy na skutek zmian na liście kandydatów warunkiem przeprowadzenia głosowania jest wydrukowanie nowych kart do głosowania
